I'm surprised it took so long to mention Sephiroth. The man's even got an epic theme! The scene where Sephiroth raises his eyes while standing in the flames of the city he burned is kind of iconic for the whole FF series for me.
I'd go with him, although Kefka's a good pick too. Got no real experience of the others

Well, Weiss and Hojo are the ultimate FFVII villains. Dirge of Cerberus is the last part of the FFVII series, so Hojo is the ultimate villain. Because he was working behind the scenes while everything else was going on.....crafty dude, man.
