15mm? holy cow thats tiny! Ill probably aim more for the 28mm then.
What if the buildings where say... scaled to 40mm? (the height of a lego minifigure) do you think 28mm figures would work good with them?

Yes, 40mm would work fine. Remember that 28mm is the height from the sole of the foot to eye level, which still leaves plenty more for the top of the head, helmets, hats, etc.

Its made out of 100% styrofoam, glue, and paint.
Thats it, Thats all it takes!

Styrofoam is not at all the best thing to use, but with a lot of work... it works!
And playing MineCraft I think helps too. :mrgreen:

ps. Minecraft helps with designing.

once you have all youre foam cut and glued together you paint the whole thing jet black.
Youll only be doing dry-brushing here on out.
The layers of colors I used went something like this-

Darkish stony gray.

Gray

lightish gray

Then a light gray depending on how you want it.

Then for effect you could supper dry-brush white on the edges of the rock for like a shiny or stony effect.

Something I find is paint, after drying, ends up darker than you'd think.

Awesome. Thanks for the tip. A couple people in my gaming club recently acquired some heavy duty styrofoam and this kind of stuff is the perfect use.
