This has to do with the licensing of the system. Your hard drive is connected to your Xbox, and the downloads are all licensed for use with that Xbox and that hard drive. It's essentially the same idea as if you replaced your system and kept your hard drive; the data would remain, but in order to play offline, you'd have to transfer the licenses over to another system. Think of it as a sort of DRM... and you've got it.
But yes. When you return your hard drive to your new system, you'll have to recover your gamertag again; as long as you didn't transfer the licenses at your cousin's, you should be able to proceed as normal.
