As far as I remember, they act as a non-deputized policeman and bring in peoples the police have said is OK.

Umm...maybe the last two, and then some?

It takes place after SoC, but the stories only connect in the last couple quests of the main line. You'd honestly not be missing anything story-wise.

So jealous...Too cold for peppers and I'm too forgetful to grow them inside of doors.
