Haha! I generally hate cheating, but I found myself doing it occasionally in Morrowind... Usually just to raise someone's disposition, or to quick-travel. I've never cheated in Oblivion (or any other game) I am proud to say!!!

But those vampires in Morrowind may or may not have felt the wrath of the console...

It's kind of cheating.

It involves the "bind weapon on self" spells. However, it doesn't actually raise the level, just the strength. So you can't make broadsword a main skill, level it that high, then gain levels every time you rest. You've still got to work your way up.

It is. But make simple stuff at first, then work your way up.

You could read the manuals. But they were too technical for me...

Yeah. They are pretty plentiful.

I guess if you used transports and didn't wander the wilderness until very late in the game, you may could miss them...
