The thing about political systems is that they organize thought--that is, a way of thinking--into a concise collective of thinking. Political theory is just that--theory. There is no way that a political system will ever work the way that one would want it to. That's why it's theory. To a certain extent, it's possible to predict human behavior... after that, though, it becomes impossible, because while a man can be rational, humans en masse are irrational, and tend to use group think. Political theory groups its ideas into a setting that is ideal for those conditions. For example, communist theory. Karl Marx suggested that the proletariats (the poor) would overthrow the bourgeoisie, and through that, dispense of the capitalist system. When put in practice, this idea worked quite well, but different interpretations of that theory, as well as practical application (people tend to flock to a leader or a group of leaders, there can be no collective), plus a host of other factors, proved that communist theory is not something that can be implemented well, no matter how well the revolution might go.
