It really depends.
On strangers, I will do it when I think they deserve it.
On friends, it's usually a matter of waiting until they least suspect it.

Many that live deserve pranking, and many that have been pranked did not deserve it. Will you give it to them?
Then be not so quick to deal out pranks in the name of judgment.
