Russians don't mind if they are the bad guys, so they're a safe choice for game developers
Even if Russians are the bad guys, the game doesn't get banned in Russia, which is getting to be quite a prominent game market area, so the devs are cool with it.
For example, Battlefield 3 did not include Middle-east as the "bad guys", but still the game was banned in some countries (specifically Iran at least), since it featured maps (e.g. Grand Bazaar) that were references to battles fought in Middle-east... even if the game itself involved "US vs Russia" type of setting.
I personally liked Battlefield 2 more, where MEC (Middle-east Coalition) and China were included as rather interesting factions. The special operations expansion did include some more factions, such as Russian Spetznas, British SAS, USMC and so forth.
