Per miniature, Warhammer is the cheapest, but it takes a LOT of minis to play a Warhammer game, so the result is that it has a much higher cost associated with it. Depending on which game and what size army you want to build, it can cost anywhere from $200 to about $500 to get rolling. That doesn't include paint and stuff, but that's not too much.

In fact, (though I know not if they are good; Arctic may could tell you) you can grab a Warmachine faction starter box off of Amazon for $30 or so.
I'm actually back to considering Warmachine, for the record Arctic.Flippity floppity goes teh Chozons. I mean...at this point, I've only put about $10 into Warhammer, so I'd not feel bad about changing.
